Quebec’s Approach Towards the Indo-Pacific and Trade Relations with China

For more than 40 years, Quebec has maintained a special relationship with China with institutional relations in Beijing, Shanghai, Qingdao, Shenzhen, and Hong Kong. In 2023, Quebec launched a separate provincial strategy for the Indo-Pacific region titled the “Pathway to Economic Growth: New Ambitions for Québec”, which recognizes that the Indo-Pacific region has become the new global economic centre of gravity. The Québec strategy states explicitly that the province’s interests in the region as a whole are primarily economic, in addition to acknowledging China will continue to have an impact on Quebec’s economic prosperity despite ongoing geopolitical tensions with the United States and diplomatic tensions with Canada. This session features Michel Constantin and Thierry Slama, representing the Quebec Office in Shanghai; two practitioners and experts to give their on-the-ground perspective and seasoned observations regarding the dynamic and important relations between China and Quebec.

Thierry Slama

Depuis janvier 2021, Thierry Slama est chef du Service des affaires économiques au Bureau du Québec à Shanghai. Il coordonne les interventions de promotion commerciale du Québec en Chine, notamment en animant l’équipe des attachés commerciaux appuyant les exportateurs québécois, en collaboration avec la direction d’Investissement Québec International au Québec.

De 2015 à 2020, il a été conseiller principal en exportation à Export Québec, l’unité du Commerce extérieur au ministère de l’Économie et de l’Innovation. À ce titre, M. Slama a contribué à l’organisation de plusieurs missions ministérielles et commerciales, ainsi que planifié des accueils de donneurs d’ordres étrangers au Québec. Ses champs d’expertise couvraient notamment les secteurs du divertissement et du jeu vidéo. Il a également travaillé sur les pupitres de l’Allemagne, de la Corée et du Japon.

Slama détient un baccalauréat en génie de l’École spéciale des Travaux publics de Paris (France), un baccalauréat en science politique de l’Université de Montréal et une maîtrise en administration publique de l’École nationale d’administration publique du Québec. Avant d’œuvrer au gouvernement du Québec, il a travaillé au groupe Bouygues comme ingénieur principal et au sein du Génie royal canadien des Forces armées canadiennes.

Since January 2021, Thierry Slama is Head of the Economic Affairs Department at the Québec Office in Shanghai. He coordinates Québec’s commercial promotion efforts in China, particularly by leading the team of commercial attachés who support Québec exporters, in collaboration with Investissement Québec International in Québec.

From 2015 to 2020, he served as a senior export advisor at Export Québec, the trade unit of the Ministry of Economy and Innovation. In this role, Mr. Slama contributed to organizing several ministerial and commercial missions and planned receptions for foreign buyers in Québec. His expertise covered sectors such as entertainment and video games, and he also worked on the German, Korean and Japanese desks.

Mr. Slama holds a bachelor’s degree in engineering from École spéciale des Travaux publics de Paris (France), a bachelor’s degree in political science from Université de Montréal, and a master’s degree in public administration from École nationale d’administration publique du Québec. Before working for the Québec government, he was a principal engineer at Bouygues Group and served in the Canadian Armed Forces within the Royal Canadian Engineers.

Michel Constantin

Michel Constantin œuvre pour les relations internationales du Québec depuis 1998. Il est devenu directeur a.i. du Bureau du Québec à Shanghai en juillet 2021 avant sa confirmation comme directeur en juin 2022. Entre 2011 et la fin de 2020, Michel Constantin était conseiller expert, responsable des affaires politiques au sein de la Direction de la Francophonie du ministère des Relations internationales et de la Francophonie du Québec (MRIF). À ce titre, il a participé aux délégations québécoises lors des Instances de la Francophonie, notamment lors de plusieurs Sommets de la Francophonie réunissant les chefs d’État et de gouvernement. De juin 2007 à juillet 2010, Michel Constantin a été conseiller aux affaires gouvernementales à la Délégation générale du Québec à New York où il est intervenu sur des priorités comme l’approvisionnement énergétique, la sécurité publique et l’environnement. Entre 1999 et 2007, M. Constantin a été étroitement associé aux initiatives d’affaires publiques du Québec vers l’étranger. Il a notamment été l’adjoint exécutif du directeur général des affaires publiques du MRIF durant de nombreuses années. Son cheminement professionnel a été ponctué d’autres responsabilités, dont coordonnateur du Bureau du Québec à Abidjan, en 2019, et à la Délégation aux Affaires francophones et multilatérales, à Paris, à l’été 2018.

Michel Constantin has been working for Québec’s international relations since 1998. He was named Director of the Québec Government Office in Shanghai in June 2022, a post that he held in an acting capacity since July 2021. Between 2011 and 2020, Mr. Constantin was Expert Advisor for political affairs for the Francophonie Division of the Ministry of International Relations and Francophonie (MRIF) of Québec, overseeing Québec‘s participation to La Francophonie’s political forums, including the Heads of States and Governments Summits. From 2007 to 2010, he was Advisor for Governmental Affairs at the Québec Government Office in New York City. In this position, he was responsible for the institutional relationships of Québec with the eight American Mid-Atlantic States, including New York, Pennsylvania, Maryland and Virginia, on issues such as energy, public safety and the environment. From 1999 to 2007, Michel Constantin was Executive Assistant to the Director General for Public Affairs at the MRIF. His professional career was also punctuated by other responsibilities including Coordinator of the Québec Government Office in Abidjan (Ivory Coast) in 2019 and of the Délégation aux Affaires francophones et multilatérales, in Paris, in the summer of 2018. He joined the Québec public service in 1998.
